In these pandemic months, his face was not seen, nor was any pronouncement known, for example, to criticize the policies of some governments in the region, such as those of the United States, Brazil, Ecuador or Chile, where the sars-cov virus -2 has caused hundreds of thousands of deaths, a collapsed Health system has been laid bare, and its leaders have displayed ineptitude to develop and conduct social programs in this regard.
He appeared, when he took office on May 27 in his new mandate as head of the discredited institution. An AP report reports that Luis Almagro is taking on a second term and did so, in his words, "with a warning against authoritarian attempts in the region."
This, in their vocabulary, means against Venezuela, Cuba and Nicaragua, as conceived in the script prepared by Trump and Pompeo, that there is nothing new that is not the self-discredit of both the oas and its boss and the host government at that serves you.

For this reason, I am sure, it was impossible for him to dedicate a few words or a document to promote solidarity among the countries in the region most affected by covid-19.
Nor can Almagro demand that the economic and commercial sanctions of the United States against our countries cease, or that they be lifted, at least in times of pandemic; or that the Trump government stops persecuting companies, shipping companies, banks and other international entities so that they do not sell, nor allow them to deliver to our countries, essential supplies to combat the disease.
When will the OAS, and its highest official, raise its voice in favor of the Latin American and Caribbean peoples?
Never. It would be better for Mr. Luis Almagro to continue in isolation, not for 14 days, but for his entire existence.
