The following will apply:

• This body must be given the power to conduct elections without the interference of any political party.
• It must be given a sufficient budget to operate with, which will include the employment of security personnel to ensure the free and fair conduct of peaceful elections throughout the Island.
• A permanently fixed date must be set for both the General Elections and the Local Government Elections.
• Consideration must be given to conducting both Elections on the same day thus reducing the cost of separate elections on separate days.
• All persons, upon attaining the age of 18 years must be eligible to vote. Registration of youth under the age of 18 years will be registered on a preliminary list so that as soon as they attain the age of 18, they can vote.
• There must be a right to ‘recall’ an elected official by the Community Council in his or her constituency if he or she is not fulfilling his or her duties.
• All media outlets- print, television, cable, and satellite, will provide allocated free time for the exposure of all candidates and all scheduled debates during the campaigns.
• Jamaicans must be totally informed on relevant subjects and, and know as much as possible about their candidates.
• All persons voting in an election must be protected by the laws and regulations of the Electoral Commission.
• The Commissioner of Elections must be selected from the membership of the Electoral Commission by Parliament and must be approved by the Election Commission Board. The Commissioner must abide by the law and by our Election Charter. (An international template sanctioned by the United Nations will be followed in the establishment of this Charter).
